[Feature] UWP simple support

Fan of your work :)
Would be nice to have a minimal support for UWP.
I rely on your effects for my lib and because of that some plain XF components aren't working on UWP...
Would be super great to have a simple UWP impl for TapCommand and TapFeedback (even if it deliver the same level of feature as the TapGestureRecognizer).
