Hackage deploy is failing #159

The deploy is failing was partially related to the fact that the license specifier was incorrect. Also, we could not change it without loosing github's license recognition - see licensee/licensee#356. I submit a PR is now fixed - licensee/licensee#357 - but i may take a while until we see that actually working on Github.

However I think this issue is more than just that, since I was able to manually deploy to hackage using stack upload . locally, even with an incorrect license specifier. See: http://hackage.haskell.org/package/mulang - versions > 3.6 have been manually deployed.

Also, it looks like all builds are completely failing: http://hackage.haskell.org/package/mulang-4.4.0/reports/.

Build matrix doesn't good look at all neither: https://matrix.hackage.haskell.org/#/package/mulang
