When 'Small package' is used it's not possible to choose a pick up point

What went wrong?

When I enable the 'Small Package' in the configuration I expect that a customer can still select a pick-up location to pick up his package.
But when I have a look on the checkout there's no pick-up location shown.

Reproduction steps

1. Enable 'Small Package Setting' in the configuration:
   

2. Add a product to you basket and go to the checkout

3. I expect that I can choose between a normal delivery with the Small Package or a pick-up location with the Small Package

4. Only the 'normal delivery' is shown in the checkout
