Rename "Create Empty" (Clicking VSCode does not create empty) #35

Context

This is nitpicking, but for what it's worth...

The Create Empty section contains VS Code, but depending on the user's settings in VS Code, clicking the button is not really creating anything unless the user has configured it to start a new file during startup. It's just starting up a VS Code session.

It would make more sense to put VS Code (and terminal?) in a new section, but because that's more work than renaming the section, I propose renaming, perhaps to "Quick Start".

Value and/or benefit

The value is small, but it will create a more intuitive thought process. "Create empty VS Code" just sounds odd.

With terminal it is creating a new terminal session. VSCode is the odd one indeed. Maybe we should move it out of there?

For context, there is also a separate discussion of making the VS Code tile by default open a simple VS Code editor within JupyterLab. The full Code UI would still be accessible via second click on a button, or from nebari launcher, nebari-dev/jupyterlab-nebari-mode#3; if we go that way we could make it work as "Create Empty Code Editor"

That makes sense. It seems like overkill to have a separate section just for VS Code. My best idea is in the description. If I think of something better, I'll post it.

I just realized that 'Notebook Jobs' is now just a small icon in the upper right next to the help icon. It took me a while to find it. If that was restored to a tile, it would be easier to find, it would be similar to the jupyter scheduler docs, and could be part of a separate section with VS Code.
