Error when running Playwright tests on 17.26.1

Getting the error

Error: Command failed with exit code 1: npx playwright test

when running plugin to execute Playwright tests with netlify-cli v17.26.1

Additional error included:

Error: Process from config.webServer was not able to start. Exit code: 1

Steps to reproduce

1. Plugin to run Playwright tests in the onSuccess build step using await utils.run.command("npx playwright test")
2. Run as part of build
3. Plugin error received in deployment, with the error Error: Command failed with exit code 1: npx playwright test
4. Reverting to v17.26.0 works as expected
