»Collaborative tags« field is distracting

The giant »collaborative tags« field in the sidebar is easily confused with the »Share« input.

By default we should not give it its own row, and convert it to an icon+text. On click of that, the input field can be shown (and focused).

Setting to high since we wanted to have this polished away for Nextcloud 10 already.
