NC14 - "Add Group" button missing

Steps to reproduce

1. Login as admin user (not as a user with group administration rights)
2. Go to the users menu
3. Add new group (as described at https://docs.nextcloud.com/server/14/admin_manual/configuration_user/user_configuration.html#managing-groups)

Expected behaviour

I would expect the button "Add Group" on the left side.

Actual behaviour

There is no button "Add Group". Checked this on two different systems (one at work and my private one; both Nextcloud 14.0.1)

Update to Nextcloud 14.0.3 actually not possible because of other problems this version seems to have.
