User creation from web off by default on node installation #24

Is there a way to disable new user creation in your software?
I’ve got two new users on the MBMGGIN machine…

You can ssh into the server, modify file /etc/ckan/production.ini, and give variable ckan.auth.create_user_via_web a value of false, then restart apache.

@FuhuXia-- ckan.auth.create_user_via_web = false should be the default on new node installations. Are there any reasons not to configure this way. If that value is false, then does someone logged in locally have to create users?
