Feature: Compilation of Elixir projects #980

This feature should:

Allow for Elixir projects to be compiled using Erlang.mk
Allow for Elixir deps to be fetched using Erlang.mk
Treat Elixir as a dependency rather than relying on a system installation.

Currently implemented under #979
