Some discussion here, if you want to read: #33034

Basically too much effort: there are bugs that happen only on Win7, we also have to code around some of its missing features in libuv. You might think that everything is working fine on Win7, but it is not.

Currently, only the installer is not working on Win7. You can download the zip distribution, set up some env vars, and Node might just work. We are not testing it, and it might break any day without any warnings. And some future Node version will definitely not work on Win7 at all.
