Review and update documented http strategy

With this team spinning back up it might be good for this team to review the strategy and update/confirm existing strategy based on current thinking

I think we can draw from the experience of undici of the last few years as well.

@mcollina I agree and I think nearly all of our ideas on the meeting were drawing from that experience as well. We want to work outside core until we are ready to propose something which has a reasonable chance of landing and which also is not tying our hands to the node core process and slowing down progress.
