This issue is to update signature-specification for Notary v2 to use OCI artifact manifest to store the signature in the registry.

For registries don't support OCI artifact manifest, need to decide whether notation needs to fallback to OCI image manifest.

Per community discussion, the scenario fallback to OCI image manifest will be put in rc.2. Only using OCI artifact manifest to store the signatures in rc.1. I will create a new issue for rc.2. This issue focus on rc.1 scenario.
