Please add guide on how to add Noto Fonts as fallback on Windows 10 Font Link Registry. Currently, Windows' Segoe UI/Segoe UI Historic font do not support some of the local fonts like Tagalog (Unicode range: U+1700–U+171F), Tagbanwa (Unicode range: U+1760–U+177F), Hanunoó (Unicode range: U+1720–U+173F) and Buhid (Unicode range: U+1740–U+175F).
