CreateDraftRelease command should run locally without a release branch #1094

When running build --target=CreateDraftRelease locally, it's necessary to first create and check out a release branch in order to give the correct package version to the command. It would be simpler to just allow the version to be specified as an argument.

This issue has been resolved in version 3.15.0-beta1

The release is available on:
GitHub.
NuGet packages are also available NuGet.org and
Chocolatey Packages may be found at Chocolatey.org
