move the distribution of "pull" deployment_state jobs to the IS #160

if a deployment has been started in mixed|pull mode, then the following deployment_state jobs will be created, by Nuvla, in pull mode.

The idea is to move these to the IS, so that the job-engine-lite can distribute these itself. The added values are:

fine control over the frequency of the deployment_state jobs (via the NB refresh interval for example)
reduce job distribution burden in Nuvla
faster deployment state
