At the moment this flaps the NB state rather frequently which generates false positives.

Improve job_distributor_nuvlabox_status_offline. Probably add a small delta to next-heartbeat in
https://github.com/nuvla/job-engine/blob/master/code/src/scripts/job_distributor_nuvlabox_status_offline.py#L22
