create test job to test state of the notification streams pipeline

Create a job that would periodically send a notification triggering messages to the corresponding topics and expect notifications to appear on the notification topics.

In case after X seconds, the expected notifications are not in the target topics - the job fires a direct alert on slack channel and sends email (both pre-configured at startup time).
