In Windows 8.1, Nvda spells the out from any terminal window like cmd or power shell instead of reading it normally. steps to repro:
open CMD.exe or powershell.
type a command like ping nvaccess.org and hit enter.
you will hear something like p i n g i n g n v a c c e s s... instead of "pinging nvaccess.org..."
it doesn't matter if you run those as administrator. windows 7 doesnt have this problem. I tried to search the issues but didn't find a duplicate, hopefully this is not. Blocked by #513

It looks like the old bug where we use difflib to detect typed characters, and get false-positive for a large dump to stdout. Is there any other way we can detect typed characters in cmd.exe?
