Preserve Omni site functionality when UISP fails #82

We should be able to assume a site has an Omni if a UISP request fails and continue providing service in a UISP outage.

If we implement this feature we should test the existing functionality to ensure it doesn't introduce bugs. UISP fails infrequently so this feature is lower in priority.
