Craft 5 Permissions issue

Describe the bug

If a user does not have permissions to access the first item in a group, they are unable to access any of the settings. As clicking on the Group heading in the sidebar redirects you to the first item.

To reproduce

Steps to reproduce the behaviour:

1. Set a users permissions to the following:
   

2. Impersonate the User & click on the Site Settings tab in the sidebar

3. You will get a permission error as the user does not have permission to the Identity settings.

Expected behaviour

Ideally, when a user clicks on a top-level item, they would get redirected to the first page they have permissions for.
