issue #5465 implements new more sophisticated restore logic in the generic handlers.

At the generic handler level
We need to ensure that the deletion of a classification results in a status change to deleted, it also includes the new restore scope guid from the above issue.
Classifications should be restored as well as relationships and entities as dictated by the restore scope property.

** At the OMRS level **
There should be a new OMRS restore classification API

There maybe edge cases we need to consider

• what happens if the classification is owned by a server that is down at the time of the delete.
• could a reclassify interfere with the delete and restore processing
