I should have done this before, and sorry it took me so long, but I started geoblocking Russia on packages.sury.org. I can't do that for launchpad packages, but if I could I would. I see no reason why country that started war should have access to my work.

And no, if you get 403 on Debian Buster, it's not it: #2098

Wrong HTTP error code. Should be 451 instead of 541.

I do understand the difference between a government and its people. And I am not blocking the people, I am blocking the Russian IP space. And if you are pretending you can live in Russia and run services in the Russia like nothing is happening, you are part of the problem.
