Describe the bug
I have an existing 3-node OKD 4.15 airgap cluster and i'm looking to add additional worker/compute node. I had worker.ign generated by
oc extract -n openshift-machine-api secret/worker-user-data-managed --keys=userData --to=- > worker.ign, hosted < 1hr in my webserver and uploaded successfully on the new worker node but after restarting the vm (dvd disconnected) there is no csr for approval and doesn't show in oc get nodes.

Kernel version: v1.28.2-3598+6e2789bbd58938-dirty
Installation method: Bare-metal UPI (Airgapped, self hosted quay)
Do I need to reconfigure my existing OKD cluster to increase worker node count before running ignition so that it listens for worker initialization (Remembered my install-config.yaml previous stated worker: 0)?
Previously installed the cluster in semi airgap env (self hosted quay but still with internet access) then removed cluster proxy thereafter. Do I need to specify pointing to the internal registry when generating worker.ign?
