Suggested Feature / Enhancement

Currently incomplete encrypted submissions(ones missing the .enc file) are not filtered out from the Briefcase API which causes complications when a user tries exporting data.

Benefits of implementing the feature/enhancement

  • Smoother export process with ODK Briefcase

Seems we already only return submissions that we've received all media files for. Looking into whether it works as expected
