This issue operationalizes #2554 for ooniprobe. We must invoke check-in for every run invocation to ensure we always have fresh richer-input feature flags telling us whether experimental experiments are enabled.

We're moving towards individual APIs for each experiment with richer input needs. So this issue is not a WONTFIX.
