[connector/servicegraph] Provide a way to avoid sleeping on Windows tests

Describe the issue you're reporting

This is a follow up to #34798, see #34798 (comment) for details. The initial suggestion there is to use a clock wrapper like https://github.com/jonboulle/clockwork. However, any other means that get the test to run deterministically on Windows is acceptable.
