Add a community members section on the OTEL Swift repo landing page listing maintainers, approvers and triagers for the project repo.

Also set up a list for

Triagers (@open-telemetry/swift-triagers)

Note: Lists for Swift Maintainers and Approvers exist but need to be updated with current active contributors.
