Instrumenting-libraries page says semantic conventions are not stable, which is incorrect

Visit https://opentelemetry.io/docs/concepts/instrumenting-library/#opentelemetry-api and you'll read (emphasis mine):

• Semantic Conventions are not stable yet: while this does not cause any functional issues, you may need to update your instrumentation every once in a while. Having it in a preview plugin or in OpenTelemetry contrib repo may help keeping conventions up-to-date without breaking changes for your users.

But the section to which "not stable yet" links to has been updated from

• NOT DEFINED: Semantic Conventions Stability -- in the spec v1.10.0

to

• Semantic Conventions Stability -- spec v1.11.0

So the "Semantic Conventions are not stable yet" paragraph needs some editing. Who can tackle this (or let me know how to update it)? @carlosalberto @tigrannajaryan @codeboten @tedsuo?
