After performing #1021, we can proceed with localizing CodeHarbor in German. This should allow more users from the "Digital Infrastructure for Education" to use CodeHarbor (and hence increase the our market share / distribution).

We've now access to OpenAI's API, so that we can get a first, automated translation ready for human review.

I've now provided an initial set of translations using OpenAI, except for the external ones. Those translations are now ready for being processed and are currently available in #1143.
