If built with obs_scm_testsuite disabled PyYAML is still required at runtime.

[   35s] ImportError: No module named yaml

Must be fixed in prjconf with

Substitute: python-PyYAML python-yaml

Thanks for the report and solution! I suggest we reopen this in order to document it as part of the dev docs (see #195).
