xml:lang in Title/Name, Description, Subject, ... could improve metadata representation/display e.g. in aggregators. Perhaps xml:lang is meant by "Representation: XML element Name as a multilingual string"? - but that might be a bit more clear.
Also the use of xml:lang should be more encouraged.
