Autotune : Important increase of basal rates due to always categorize uam as basal #1431

2 users of AAPS autotune plugin (same results found on OpenAPS autotune algo) have the same issue:

They both enter almost all of their carbs
In autotune log file, every days I see minimum 2 or 3 hours of data categorized as UAM
Autotune increase and increase basal rates

So it's the opposite of "basal decrease" you got during dev of autotune and fixed by #1195
