This request comes via our ALMA new-user survey. They suggest something like Okulus, but presumably anything would be fine. They note in the survey that technically PDFs can currently be read using gimp, but it's quite clunky.

As discussed in slack, Firefox can do this but is more limited than a stand alone PDF viewer/editor
