improve image creation time in ods-package-image task

Can we benefit from local cache to improve image creation time? This ticket is for evaluating this.

This post analyses how to use improve performance by mounting a volume to the containers that run buildah.

It looks like a better approach would be if buildah could use as cache layer in remote storage. This buildah issue proposes this but is currently open:
containers/buildah#3382

I would like to get some data first around why this is necessary as I am not convinced yet that we need it at all. Which use cases do we have where image build is slow?
