Support fa_IR code as a RTL language

Hi OpenedX

We are trying to add the Persian language to all openedx components. we actually translated and reviewed all strings in transifex and Persian language (fa_IR) is now at 100% translated and reviewed status.

I was working on some of the Microfrontends like Account and noticed that RTL is not applied to fa_IR. it only applies to fa:

frontend-platform/src/i18n/lib.js

currently, we are contributing to all openedx repositories to support the Persian Language, but first, we have to fix this one.
