openethereum node immediately sends PING message to freshly connected peer, creating useless traffic

When connecting to an openethereum node after the devp2p HELLO message, openethereum immediately sends a ping message to the peer, which is useless traffic.

expected behavior:
openethereum should send an eth protocol STATUS message
