Review: add option to turn off requirement for reviewing specific forms

Sometimes, review of data is not required, but the form is needed in ClinSight to provide context to other data points.

ClinSight should ideally be able to show both forms that are required for the review and forms that contain any context data. If a review is not required, the review panel in the top left should reflect this state appropriately.

It would still be good to see whether there is new data in all context data forms. To implement this, the data should be set to normal font/small dots in figures once all mandatory forms are reviewed.

To control the review state of each form, we can add a column in the metadata for each form with a boolean, clarifying whether review is needed.
