Raise exception for certain log message level

Downstream code doesn't necessarily check if warnings have been raised after each MAGICC run.

Describe the solution you'd like

An exception is raised if a MAGICC run logs a message of a given level or higher, defaulting to ERROR. The context of the run should be available to this exception.
