Request description

Per DotAlgorithm impl PR #2467

StableHLO should do a best effort verification of dot_algorithm combinations, and we should create a doc of valid algorithm targets by any hardware, failing on unsupported algorithms.

This will help with forward compatibility as new algorithms are added.
