I'm a beginner in Python and machine learning. I would like to know how to start developing a project like this. If you could provide some guidance on how to approach the project, it would be very helpful.

First, you must develop something of a model. How do transactions, accounts and budgets relate? Then, try creating a database that reflects your model. Then you build or boilerplate forms and lists etc. And then you can start working on charts.
