Permanent URLs for JSON Schema versions and citations for Standards Organizations

When preparing documents in standards organizations such as W3C or IETF, authors need to refer to a specific version of JSON Schema normatively.

A normative reference means that implementers MUST understand the linked specification, which means that specific feature differences between versions are important.

For example, if version 1 lacks a feature that the standards organization specification requires, it is critical that that standards organization be able to refer to version 2.

Ideally, we can provide citation examples for the following cases:

1. academic paper citation for specific versions
2. citations for W3C using https://respec.org/docs/
3. citations for IETF using https://github.com/cabo/kramdown-rfc
