I've been beating my head on how to achieve this, but I have three types I've been trying to work: Platform, Distributor and Customer. What I'm trying to do is have any admin user have the possibility to create announcements on a platform and org level. A platform owner would be able to create a platform announcement that trickles down to it's distributors and customer. A distributor admin would be able to create an org announcement that trickles down to customers and a customer admin would be able to create an org announcement that trickles down to regular users.

I tried creating this tuple:

At present if I sign-in as a customer user I'm able to see the announcement created by a customer admin, but I would also like to see a platform announcement when I sign in as any user.
