EPIC: Add more options for build-system

Add an option called "build_system" with the options:

• poetry (default)
• Add setuptools as a build-system option #53
• Add flit as a build-system option #54
• Add meson-python as a build-system option (https://github.com/mesonbuild/meson-python) #55
• Add pdm as build-system/dependency manager #32
• Add hatchling as a build-system option #69
• Add support for pybind11 build-system (setuptools + pybind11) #70
• Add support for scikit-build build system #71
• Add support for maturin build system (recommended for rust project) #72
