This is complete except for the following:

• The links to the final documentation need to be added.
• Issue Clarify how perception task handles timing of submissions #117 needs to be resolved, clarifying how we handle timing of submissions for the perception topic.
• Issue Scan-the-code B does not indicate how sequences correspond to placards #121 needs to be resolved, explaining how color sequences relate to placard symbols.
