Add Docker Hub Image

With release 0.2.0 we'd like to have a docker hub image for folks to download directly, rather than building their own.

• Need internal documentation on the workflow for creating the image and pushing to docker hub.
• Where do we host this at docker hub? Does OSRF have a preference or an organization with in the hub? Should we start a new "VMRC" organization on docker hub.
• Need a short tutorial under system setup for novice users to be able to use this from scratch: https://osrf-migration.github.io/vrx-gh-pages/#!/osrf/vmrc/wiki/tutorials

We have this repository with docker images:

https://github.com/osrf/docker_images/

And it seems that there is an osrf organization in Docker hub:

https://hub.docker.com/u/osrf/

We could create an osrf/vmrc or similar.
