Remove Eclipse /.settings Directories

Summary of request

As part of system cleanup exercise, lets remove settings files belonging to dedicated IDEs. There is a single folder with dedicated Eclipse settings. These directories have been added to the .gitignore already, but likely the specific settings files were committed before they were ignored.

Details

Remove the following directory and all contained files:
