Describe the bug
I am using pants for a mono repo solution for a multi component project, Initially when I started and created a lock-file it worked few months ago but now after few months when started updating dependencies and therefore updating python-default.lock file.

Pants version
Which version of Pants are you using? 2.21.0

OS
Are you encountering the bug on MacOS, Linux, or both? lock file on Mac does not work on Linux

Could you provide a sample pants.toml/requirements.toml that shows the issue? You can fork the https://github.com/pantsbuild/example-python if you want some scaffolding

When you say 'breaking build', what is the error message?
