Configure Checks - empty list of checks is displayed when waiting for data

Describe the bug
An empty list of checks is displayed while waiting for the backend to get data

To Reproduce
Repo Steps:

1. Open the Scripture Editor with WEB project from the main hamburger menu
2. Open the Configure Checks .. on the webview menu on WEB project
3. Verify that Configure Checks - WEB webview is displayed
4. In some instances, an empty list of checks is displayed instead of a list of all the available checks

Expected behavior
Should always display all the available checks.

4. In some instances, an empty list of checks is displayed instead of a list of all the available checks.

Verified with the latest code.

It is working as expected and it does not display empty checks. Instead, a spinner is displayed.

Repo Steps:

1. Open the Scripture Editor with WEB project from the main hamburger menu
2. Set the BCV to Exodus 1:1
3. Open the Configure Checks .. on the webview menu on WEB project
4. Verify that Configure Checks - WEB webview is displayed with a spinner.
