Could substrate like parity-ethereum take inputs for command line arguments like: --bootnodes, --reserved-peers,--sentry-nodes and --sentry from files as well as a list of arguments.

This would make it easier to decouple changes when automating the deployment or updates of environments to not require a systemd config file change when adding vpn peers, or adding new options when not changing the vpn peers.

This can be done via systemd files and sourcing environment variables fairly easily but it would be much more straight forward and uniform for these options to be available.
