mysql.user table in TiDB is not identical to MySQL, when synchronized from MySQL, it will break important meta data, make TiDB bootstrap fail !!!

This is a serious bug, it will crash the whole database and hard to recover.

Drop mysql.db table would still crash TiDB, after #2722 .
